
Automatic number plate recognition (ANPR) cameras are to be introduced across London to enhance enforcement of the London Lorry Control Scheme (LLCS). The LLCS, in place since 1985, aims to reduce the environmental impact of heavy goods vehicles (HGVs) by restricting their access to residential roads during certain hours to limit noise and congestion.
Following a successful pilot, cameras will now be installed on selected routes where additional enforcement is considered necessary. Locations have been chosen based on traffic data, patterns of non-compliance and operational priorities. The ANPR technology will automatically capture and record the number plates of HGVs travelling on restricted roads during controlled hours, with any suspected breaches reviewed by LLCS officers before further action is taken.
London Councils says the move is intended to create a more consistent and efficient enforcement process, while also improving oversight of overnight HGV movements in restricted areas. To support the transition, hauliers will receive warning notices for each new camera site. A two-week warning period will apply at every location before full enforcement begins.
Mayor Brenda Dacres, London Councils’ executive member for transport and environment, said: “The introduction of ANPR cameras will help the London Lorry Control Scheme make use of modern technology, supporting the work of enforcement officers on our streets and increasing compliance with the scheme across London.
This change will allow enforcement to be applied more consistently, efficiently, and fairly, as well as minimise overnight disruption to London’s communities, allowing Londoners to live in a cleaner, quieter city.”
The scheme’s operating hours remain unchanged, and operators are reminded to continue using the Excluded Route Network during restricted periods unless they hold a valid permit to access controlled roads.
